Finalist, Nick Joaquin Literary Awards (NJLA) 2026 & Graphic Salute Awardee 2026



The Negros Oriental Alliance of Arts and Culture Advocates (NOACA), Inc., together with the Buglas Reading & Writers Club, extends its warmest congratulations and heartfelt pride to Gemma Minda Laxina Iso. Her outstanding literary achievements have earned her distinction as a Finalist in the prestigious Nick Joaquin Literary Awards (NJLA) 2026 and the recipient of the Graphic Salute Award 2026.

A proud daughter of Negros Oriental, Iso was born in Dumaguete City and raised in Bais City. She completed her early education at Foundation University (Elementary Class of 1976) and Silliman University (High School Class of 1980). She went on to pursue studies in Mass Communication at Silliman University and Business Administration with a major in Economics at Foundation University.

Beyond her literary craftsmanship, Iso has long served as a cornerstone of the province's cultural preservation efforts. As the former Provincial Culture and Arts Officer, she notably spearheaded Dumaguete City’s bid for the UNESCO Creative Cities Network in 2019. Her published works—including Feed Me, My Body, for Sale, House of Lola, and The Floating Library (The Inheritance)—have been proudly featured in the Philippines Graphic Reader.

As an accomplished author, poet, reading advocate, and heritage champion, Iso continues to illuminate the depth of Visayan storytelling. Her national recognition at the Philippines Graphic awards stands as a testament to the vibrant creative talent thriving across Negros Oriental.

  Eddie Sinco Romero, a national artist for film and broadcast arts, celebrated his 100th birthday on behalf of the people of Dumaguete and the Province of  Negros Oriental . The National Commission for Culture and the Arts (NCCA), Foundation University, Silliman University Culture and Arts Council,National Museum of the Philippines Dumaguete and the City Government of Dumaguete collaborated to arrange the event, which honored Romero's significant contributions to Philippine cinema. Centennial Celebration of the Capitol of Negros Oriental: A Historical Milestone

DUMAGUETE CITY, Negros Oriental — To marks a significant milestone as the Capitol of Negros Oriental celebrates its 100th anniversary. This historic building, standing as a testament to the province's rich political, cultural, and socio-economic heritage, was honored with a historical marker from the National Historical Commission of the Philippines (NHCP). The event is led by NHCP Executive Director Carminda R. Arevalo, Governor Manuel “Chaco” Sagarbarria, LGU Mayors and the entire Provincial Government of Negros Oriental.   The Capitol's story begins with its original structure near the shore, which was tragically destroyed by fire in 1922. The provincial government then relocated the Capital to its current site, where construction of the new building began in 1924.
