In the heart of Negros Oriental stands a testament to history, a beacon of governance, and a symbol of progress—the Negros Oriental Provincial Capitol Building. Erected in 1924 during the tenure of Governor Enrique Cayetano Teves Villanueva, this architectural marvel has not only withstood the test of time but has also served as a cornerstone of governance and development in the province for a century.

As we reflect on Governor Villanueva's legacy, it becomes evident that his vision transcended his era, leaving an indelible mark on the landscape and governance of Negros Oriental. Born out of an era marked by the American Occupation in the Philippines, Governor Villanueva's leadership was defined by a commitment to progress, modernization, and service to the people.

The construction of the Negros Oriental Provincial Capitol Building under Governor Villanueva's stewardship was more than just a physical infrastructure project. It was a symbol of resilience, determination, and hope for a brighter future. In an era marked by colonial rule, the building represented a bold assertion of local identity and autonomy—a tangible expression of the aspirations of the people of Negros Oriental. Standing proudly in Dumaguete City, the provincial capital, the Capitol Building has witnessed the ebb and flow of history, serving as a silent witness to the triumphs and challenges faced by the province and its people.

From the tumultuous years of World War II to the dawn of Philippine independence and beyond, it has remained a steadfast symbol of governance and democracy. Beyond its architectural significance, the Capitol Building has been the epicenter of governance, serving as the seat of the provincial government. Within its halls, decisions have been made, policies formulated, and services rendered to the people of Negros Oriental. It has been a place where leaders have gathered to debate, collaborate, and chart the course of the province's future. But perhaps Governor Villanueva's greatest legacy lies not in the mortar and bricks of the Capitol Building, but in the values he espoused and the principles he stood for. As a leader, he exemplified integrity, dedication, and a tireless commitment to public service. His leadership was characterized by a deep sense of empathy and a genuine concern for the welfare of his constituents.

His administration prioritized education, infrastructure, and social welfare, laying the foundation for a prosperous future. Through prudent governance and visionary leadership, he transformed Negros Oriental into a vibrant hub of economic activity and cultural richness. As we celebrate the centennial of the Negros Oriental Provincial Capitol Building, we pay homage not only to the edifice itself but also to the enduring legacy of Governor Enrique Cayetano Teves Villanueva. His vision, his values, and his commitment to the people of Negros Oriental continue to inspire us to this day. In commemorating Governor Villanueva's legacy, we reaffirm our commitment to uphold the principles of good governance, accountability, and service to the people. We pledge to honor his memory by continuing the journey of progress and development that he embarked upon a century ago.

As we look to the future, let us draw strength from the lessons of the past and the legacy of leaders like Governor Villanueva. May the Negros Oriental Provincial Capitol Building stand as a timeless reminder of our shared history, our collective aspirations, and our unwavering resolve to build a better tomorrow for generations to come.
