Josefino Tulabing Larena Jr. (born 1979) Nickname Penn is a Historian, travel and lifestyle writer, educator, civic leader,artist, Poet, Knights of Rizal, farmer, tour guide, cultural worker, consumer leader,Red Cross Volunteer and Heritage advocate from Bais City  Negros Oriental , Philippines. He is known in Dumaguete City for his community involvement as a member of the Dumaguete City Tourism Council from 2001 to 2018. The College of  Arts and Education of St. Paul University in Dumaguete City   recently celebrated its college week from March 4-10, 2018. The College traces its origins to the year 1941 when St. Paul College offered its first Normal Education and Liberal Arts in 1946, the College obtained recognition for its offering of a four-year A.B. degree and Education in 1948.
